BUSINESS SHOWN HOW TO AFFECT LEGISLATION.

Byline: Alicia Doyle Daily News Staff Writer

From California's overtime law to welfare reform, there were ample issues business owners and professionals discussed directly with state lawmakers at the Ventura County Business and Legislative Alliance conference Friday.

The fourth annual event, held at the Radisson Hotel in Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. , was sponsored by state Sen. Cathie Wright, Assemblymen Nao Takasugi and Tom McClintock Thomas Miller "Tom" McClintock (born July 10, 1956 in White Plains, New York) is a California State Senator. He ran for Governor of California in the 2003 California recall election of Gray Davis and finished third out of 135 candidates with 13.5% of the overall vote. , and area chambers of commerce.

``This conference is an opportunity for Ventura County's business and community leaders to hear first-hand about many state and local issues concerning government's relationship to business,'' said Wright. ``It's also an opportunity for the three of us to hear our constituents' opinions and concerns on a variety of subjects.''

One of the main issues was how local small-business people can participate in the legislative process. More than 200 people took part.

The legislative process is slow and tedious whether on the local, state or federal level, explained David Butler, field representative for Wright. Lawmakers in Sacramento are lobbied by many special interests that seek support for their particular positions. Quite often, small-business people who lack a voice in the state capital are at a disadvantage when legislation is considered that affects them, Butler noted.

``The intent here is to provide two-way communication Two-way communication is a form of transmission in which both parties involved transmit information. Common forms of two-way communication are:

between legislators and small-business people,'' Butler said. ``This is a great avenue for small businesses not represented by traditional lobbyists in Sacramento to communicate their concerns to legislators.''

The conference began with keynote speaker Lloyd Aubrey, director of the California Department of Industrial Relations industrial relations
