Short-term T-bills mixed on Monday

Interest rates on short-term Treasury securities were mixed in Monday's auction.

The Treasury Department sold $11 billion in three-month bills at a discount rate of 6.08 percent, up from 6.075 percent last week. An additional $10 billion was sold in six-month bills at a rate of 5.99 percent, down from 6.055 percent.

The three-month rate was the highest since Aug. 28 when the bills sold for 6.14 percent. The six-month rate was the lowest since Sept. 25 when the rate was 5.985 percent.

 Technology Inc. announced Monday that the Arkansas Department of Economic Development has purchased one of the company's hand-held portable fuel cells.

Terms of the deal were not disclosed.

The fuel cell was developed by Enable Fuel Cells Corp., a subsidiary of Valencia-based DCH Technology.

It is the size of a soft drink can and weighs only 24 ounces. Combined with an even smaller-size canister of metal hydride hydride

Arkansas officials will use the device as part of their campaign to promote awareness and the commercialization of alternative energies.

Time Warner files suit over costume

Time Warner Entertainment Co. sued a San Diego-based costume maker Monday, claiming the company has been stealing ideas from the best-selling Harry Potter book series for Halloween costumes.

In the lawsuit filed in Manhattan federal court, Time Warner, which owns Harry Potter merchandising rights, accuses Disguise Inc. of ``shamelessly trading upon the goodwill embodied in the plaintiff's valuable trademarks'' by marketing Potter-based costumes on the Internet. The suit seeks unspecified damages.

U.S. District Judge Louis Stanton issued a temporary order barring Disguise from advertising and selling the costumes until the case is resolved.

Officials and an attorney for Disguise and an attorney for Time Warner did not immediately return calls for comment.
