Tiger Real Estate Fund has reached an agreement with Martin V. Smith to purchase a portion of the Ventura County businessman's extensive real estate portfolio. The properties include 2 million square feet of office, industrial and commercial buildings; 1,200 hotel rooms; more than 1,000 apartments and mobile home units; and marina facilities. Tiger Real Estate, which manages more than $750 million for public and private pension funds nationwide, has a Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  office. Electronic Clearing House Inc. has signed an agreement with Heritage Bank of Reno, Nev., to join ECHO's Agent Bank Program. Heritage Bank will market merchants for credit card processing in the Reno/Lake Tahoe, Nev., areas, bringing an additional stream of new merchants to National Credit Card Reserve, Agoura Hills-based ECHO's credit-card-processing subsidiary. Electronic Clearing House provides point-of-sale equipment, credit card processing and check guarantee services.

Xsirius Inc. has changed its name to Advanced Detectors Inc. The name change occurs as the Camarillo-based company introduces its first commercial product, the LeadStar. Boy Scouts of America - a corporation that operates through a national council that charters local councils all over the United States; the purpose is character building and citizenship training , Ventura County Council. Smith, who lives in Westlake Village, has served on pack steering committees and is an assistant scoutmaster. He also has participated in the YMCA's Indian Guides program.
