Report clears air on gas price jump

It ``seems unlikely'' that stricter federal clean-air rules were what sent Midwestern gas prices soaring this summer as some Republicans in Congress have insisted, the Federal Trade Commission says.

The agency issued an interim report Friday on its investigation into whether oil companies colluded to run up prices. The FTC FTC

estimated it will take until after the November elections to finish work on what has become one of the season's hottest political issues.

``At this point, no conclusions, however tentative, have been reached,'' the report said.

Gas prices increased throughout the country this spring as high crude oil prices led refiners to cut production, creating an unusually tight supply situation. But in Chicago, Milwaukee and Detroit they surged as much as 65 cents a gallon - to more than $2 - above the already high national average in May.

Though those Midwestern motorists now are seeing prices more in line - and in some cases lower - than the rest of the nation, the May-June spike set off a spate of charges and countercharges between Republicans and Democrats.
