EXECUTIVE SUMMARY

No matter how high the taxes, a city government cannot be all things to all people. But business improvement districts were formed to try and fill in some of those gaps.

BIDs have been set up in cities nationwide to provide services that public works public works

Construction projects, such as highways or dams, financed by public funds and constructed by a government for the benefit or use of the general public.

, police and marketing departments cannot provide. They can assess constituents in one of two ways.

The first type of BID is funded through fees levied on property owners, who pay an additional sum as part of their tax bill. The amount of the fee is based on the amount of street frontage each property owner has within BID boundaries Natural or artificial separations or divisions between adjoining properties that show their limits.

Boundaries are used to establish private and public ownership by determining the exact location of the points at which one piece of land is distinguishable from another.
. The assessment is collected by the county assessor's office and delivered to the BID.

The other type of BID is funded through fees levied on merchants, with the amount based on business license fees collected by the city.

The Downtown Downtown (called a "city centre" in British English) is a term used in North America when referring to a city's core, usually both in a geographical and commercial / community sense.  Center BID remains the largest in the region, while the Historic Core BID -- which covers the historic district of downtown bounded by Broadway Broadway, famous thoroughfare in New York City. It extends from Bowling Green near the foot of Manhattan island N to 262d St. in the Bronx. Throughout its length Broadway is chiefly a commercial street.  and Spring, Fourth and Ninth streets -- jumped from No. 7 to No. 5, with a more than $100,000 increase in budget. The increased dollars were acquired through a grant from the city's Community Redevelopment Agency.

THE Downtown BID tops the Business Journal's annual list of business improvement districts for the second year in a row.

The budget increase was due in large part to the added security needed when Staples Center hosted the 2000 Democratic National Convention last summer. The convention drew upwards of 3,000 protesters in its largest demonstration, located in Pershing Square, the heart of the district.
