Neoplan USA was a major transit bus manufacturing company based in Denver, Colorado, which was entirely separate from the German corporation, Neoplan, licensing its
 Corp., for about $325,000 per vehicle, on the agenda at the last moment without going through committee review.

But Burke said the agency badly needs new buses to replace roughly 700 aging vehicles which are at least 12 years old or have 500,000 miles or more of use. The Neoplan option will keep buses flowing in until 223 buses, from a contract with New Flyer Corp., begin arriving in April 1999, Burke said.

The Neoplan buses have high floors that require mechanical lifts to load wheelchair-bound riders and that led to criticism from Nadia D. The board also ordered, despite criticism, the conversion of ``catastrophically failed'' engines in 127 buses that burned ethanol to so-called clean diesel. The conversions will cost the agency about $15,000 per bus.

Though the diesel engines are more reliable and will get the 6-year-old buses back on the streets so older, dirtier fill-in vehicles can be mothballed, clean-air advocates said the agency was endangering the region's health.

Nevertheless, the board approved the conversions, which will ease its shortage of working backup vehicles.
