BURBANK TO REPEAT ITSELF; 'SHOO-IN' CANDIDATE BILL WIGGINS WOULD BE 3RD-TIME MAYOR FOR THE CITY.

Burbank's aerospace industry collapsed with the end of the Cold War.  - If selected as mayor, as he is expected to be Monday Monday: see week. , Burbank City Councilman Bill Wiggins William David Wiggin (born June 4, 1966) is a British Conservative Party politician, Member of Parliament and Shadow Minister for Agriculture & Fisheries. He has held the seat of Leominster since the 2001 election.  will fill the post for the third time since his election in 1993 - a possible city record.

Wiggins, the current vice mayor, is considered a shoo-in to be appointed mayor at the city's reorganization meeting Monday. He would be taking over the position from Councilwoman Stacey Murphy. The mayor serves a one-year term.

Wiggins is in his eighth year on the council. He said he will not seek re-election next year and would welcome the opportunity to lead the council again before he leaves it.

``Of course, you always wait until everything is voted on,'' he said, ``but this is my last year on the council. . . . To be mayor your last year on the council, that's great.''

As in many small cities, the mayor's office rotates among City Council members. The mayor leads meetings, represents the city at social and civic functions and serves as a spokesman.

If all goes as expected, Wiggins could be the only council member in modern times to hold the top spot for three one-year terms, having been appointed by his council peers in 1994-1995 and in 1996-1997.

``I think he'll make a great mayor,'' said Councilman Dave Golonski. ``He's got lots of practice.''

Wiggins owns Automation Plating Corp., in Glendale, a third-generation family business.

He said his first order of business as mayor will be the same as it was in 1994 - calling for a survey of Burbank residents to get their opinions on issues affecting Burbank and ideas on how the city can do better.

``I consider the city a business, and we're serving customers. We need to know how we're doing and how we can improve,'' Wiggins said.
