The city could save $2.2 million by having departments cut back, Hanway said. Individual departments - like the city's information technology division - may be looking at budget cuts as high as 4 percent.

Among the cuts, the city could freeze 22 positions but officials are not proposing any layoffs.

The city also may extend the life of certain pieces of equipment and may take out a bond to obtain a lower interest payment on its pension obligations, he said.

City officials also are counting on $570,000 in new revenue, either from new fees or higher than expected receipts.

The state may still make further cuts to cities that could affect Burbank's future budget deliberations.

``At the end of the day, the state is still short so until it's over it's not over,'' Alvord said.
