BURBANK SPURNS AIRPORT PANEL'S PROPOSED DEAL.Byline: Lee Condon Daily News Staff Writer Burbank city leaders Monday rejected an offer from airport officials for a global settlement of their differences. At a meeting of the Burbank-Glendale-Pasadena Airport Authority, Burbank council members told commissioners their offer was not good enough. ``Your proposed global settlement is nothing of the sort,'' Mayor David Golonski told commissioners. ``Your proposal is essentially a repackaging of the same themes which have been addressed and rejected in past discussions.'' Victor Gill, a spokesman for the airport, said that while the two sides sparred at the meeting, there actually may have been some headway head·way n. 1. After the meeting, Golonski said he thought the offer was a public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most stunt designed to make Burbank look bad for rejecting the proposal. ``I don't think this global settlement was something that they naively thought we would look at and say, Oh this is great,'' Golonski said. ``Nobody who was sincere about achieving a global settlement would have written that letter.'' The offer was made with the best of intentions, Gill said, rejecting Golonski's assertion that it was just a publicity stunt A publicity stunt is a planned event designed to attract the public's attention to the promoters or their causes. In response to the proffered deal, Golonski reiterated that Burbank would not agree beforehand to drop its opposition to expansion even if the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control rejects the airport's application for a mandatory curfew curfew [O.Fr.,=cover fire], originally a signal, such as the ringing of a bell, to damp the fire, extinguish all lights in the dwelling, and retire for the night. The custom originated as a precaution against fires and was common throughout Europe in the Middle Ages. on night flights and other restrictions. Golonski also said Burbank would not give up its right to enforce local zoning rules or its demand that the airport commit to not expanding a proposed new passenger terminal beyond 19 gates. The existing terminal has 14. Joyce Streator, president of the airport authority and a Pasadena city councilwoman, objected to the tone and content of Golonski's remarks, saying Burbank officials previously had committed to many of the global settlement terms in mediation mediation, in law, type of intervention in which the disputing parties accept the offer of a third party to recommend a solution for their controversy. Mediation has long been a part of international law, frequently involving the use of an international commission, sessions. The global settlement offer delivered Friday comes just as the airport staff is laying the groundwork to start work on a Part 161 study, the first step in applying for a curfew from the FAA on night flights . Airport officials had tried to get the six commercial airlines that use the facility to agree to a curfew before asking the FAA to impose such a rule. But the Air Transport Association, which represents five of the six airlines, rejected that proposal. We're already doing the best we can,'' Bennett said. While commissioners voted to start the Part 161 process last month, they expressed frustration that Burbank officials will not agree to live with the outcome of the study. The commissioners from Glendale and Pasadena want Burbank to drop its opposition to expansion if they agree to try to get an FAA approved curfew. |
