City engineers say they need the new line so that their workers can get better access for maintenance, and the line will also help relieve a system that ranges from 50 percent to 75 percent full.

``It's nothing glamorous,'' said Rodney Anderson, Burbank's principal civil engineer overseeing the project. ``We're keeping the sewage flowing. We're making sure we have enough room so we don't have overflows.''

The City Council is expected to vote tonight on awarding the installation contract to Dominguez General Engineering Contractor Inc., of Rosemead, which submitted the lowest bid. Dominguez's bid was 15 percent lower than the engineer's estimate of $200,000.

If approved, the contractor is expected to submit a traffic plan, and officials say they hope to complete the project without any major disruptions. Workers intend to close only one lane, and don't plan to shut the street down.

``We'd like them to get wrapped up by the end of fall,'' said Dan Wall, the city's senior civil engineer overseeing construction. ``It's realistic.''
