BURBANK - Saying the Airport Authority is withholding Withholding

``One of the reasons why we want this material is to determine whether there is a good reason for the delay.''

Kirsch said at one point the Airport Authority Web site had stated the study would be completed in September 2001.

Victor Gill, spokesman for the authority, acknowledged that the study had begun in July of 2000 and still has not yet been completed.

He said the authority has periodically updated the city and the public on the study's progress and in fact, has turned over more than 30,000 pages of documents to the city.

``There has been constant updates by the consultants,'' he said. ``There is no reason why the city of Burbank has not been informed about it.''

Gill attributed the delay partly to the fact that the airport's consultants have taken the time to periodically meet with federal officials to ensure they are on the right track.

There is no set date on when the study would be completed.

The variance hearing is scheduled to commence May 6 at a location yet to be determined.

After hearing all sides, an administrative law judge would later make a decision on whether to grant the airport a variance, which typically would cover operations for the next three years.
