Hooven, 52, was elected to the school board in 1993. A small-business owner in Burbank, he previously served as chairman on the Burbank Park and Recreation Board for three years. "It is not enjoyable to see anyone exit an elected office this way, but I think he did the right thing," said Denise Lioy Wilcox, one of two school board members on the subcommittee investigating the case. Board member David Nos said: "I think under the circumstances CIRCUMSTANCES, evidence. The particulars which accompany a fact. 2. This was a decision he had to make all on his own." Hooven's seat on the board will have to be filled in 60 days by either a board appointment or by a special election. "A special election can be quite costly," said Aponik. "The board will likely appoint someone." Hooven had 15 months left on his term that needs to be filled, he said. Hooven's resignation is the first from the board since 1984, when Robert Bowne resigned to take a seat on the Burbank City Council. Dumm, 50, has been charged with having unlawful sex with a minor. Authorities contend she had sex with the youth July 14 and promised him money for his school's athletic program if he would continue the relationship. Dumm has pleaded not guilty. Her preliminary hearing is scheduled for Feb. 22. TEXT OF RESIGNATION Here is the text of Burbank school board President Joseph Hooven's Feb. 13 letter of resignation. Dear Dr. Aponik: I have enjoyed the time I have spent as a member of the Burbank Board of Education. My concern has always been to have the best schools for the children of this city. While I have done nothing wrong, the controversy surrounding me personally is having an adverse effect on the Board of Education. For me to continue to serve in the office to which I was elected and strive to clear my name would only detract from the more important business of this school district. Because of my deep concern for the Burbank schools, its employees, and especially its students, I hereby tender my resignation as a member of the Board effective this date. I do hope that my action today will allow the district to move ahead and leave this controversy behind. I value the wonderful friendships that I have made with many of our fine school personnel. I know that they will continue to do the good work that is going on in this school district. Thank you for your support and your friendship. Sincerely, Joe Hooven CAPTION(S): CHART TEXT OF RESIGNATION (see text) |
