``It's important that we start looking at alternate means of transportation,'' Vander Borght told 400 business and city leaders during his speech at the Hilton Burbank Airport & Convention Center. ``We have no more options. We have to shift the way we look at the future.''

Vander Borght touted the city's 96 percent employment rate, a building boom, and sales growth that outpaces that of Beverly Hills Beverly Hills, city (1990 pop. 31,971), Los Angeles co., S Calif., completely surrounded by the city of Los Angeles; inc. 1914. Vander Borght, 54, who was appointed mayor in May by the City Council, highlighted a city that has an equal number of residents as it does jobs - over 100,000 - about 20,000 of whom live and work in the city.

``We have a strong economy,'' said the Peruvian-born Vander Borght, who is also an architect. ``These have been very, very good years.''

City Manager Mary Alvord said the mayor's speech was refreshing.

``I think he really drew the audience in to make them realize that Burbank's a community about working together,'' she said. ``He delivered.''

Gary Olson, president of the Burbank Chamber of Commerce, which hosted the $50-a-plate event, echoed the statements.

``He spoke from the heart,'' Olson said. ``He spoke with conviction. He spoke with passion. He did an amazing a·maze
