and successor David Laurell and the re-elected Bob Kramer were sworn in.

Before the swearing-in ceremony and the vote, Councilman Dave Golonski, who has served as mayor for the past year, thanked McConkey for his four years of service. A tearful Sharon Boggis, representing Studio Grips Union Local 80, presented the outgoing councilman with a white hat and shirt.

``Thank you, Ted, for never forgetting the people. Thank you, Ted, for always standing with us,'' she said.

``I always tried to do my best,'' McConkey said. ``Sometimes I would succeed and sometimes I would fail.''

He is known for battling against the proposed airport expansion and has a loyal group of supporters. But other council members have criticized McConkey's style as confrontational and openly supported Laurell in the election.

McConkey said he had mixed feelings about the time he spent on the council and about leaving.

``I'm not going anywhere. You'll see me regularly at the council meetings,'' he promised.

With that, McConkey left the council chamber to a round of applause from supporters and others gathered for the special meeting. After Laurell and Kramer were sworn in, the council voted in the new mayor and vice mayor, for one-year terms.

``This is the year we're going to clear up the airport,'' Murphy predicted.

The ongoing struggle among Burbank, Glendale and Pasadena over how many gates to add, and enforceable flight curfews and noise restrictions will be helped by recent changes on the three city councils, she said.

A resolution of the airport expansion is only one of Murphy's goals, however.

``As mayor, my theme is rediscovering Burbank,'' she said. ``Sometimes we lose sight of the little gems . . . and I'm sure we're going to be able to fill the holes.''

Murphy said she would like to spend some time letting residents know that Burbank is well-prepared for the new millennium and the Y2K See Y2K problem and Y2K compliant.

``As a city, we're going to be OK,'' the new mayor said.

Kramer said he really looks forward to working with Laurell, ``someone we can laugh with, and joke with, and have fun with.''

Laurell predicted that much will be accomplished by council members ``harmoniously har·mo·ni·ous

``I'm sure sometimes we'll find ourselves in disagreements, but our respect for each other will always rise above our differences,'' he said.
