BURBANK'S MAYOR RESIGNS TO TAKE JOB AS OMBUDSMAN.

BURBANK - Mayor Bob Kramer resigned unexpectedly Monday to fill the job as city ombudsman.

Kramer was first elected to the Burbank City Council in May 1995 and was serving his second term as mayor. His term would have ended May 1, 2003.

A retired painting contractor, Kramer's new role as ombudsman - officially, the community assistance coordinator - will be to help residents and businesses with local problems and complaints. His job will officially begin March 16.

``This is a position that allows me to help the public on a full-time basis, which is exactly what I want to do,'' said Kramer, 55. ``It's problem-solving. ... It's what I do best. I never cared for the politics of the job.

``My specialty since I got elected was always helping the people.''

The position became vacant in December, when the City Council appointed ombudsman Margarita Margarita (märgärē`tä), island, 444 sq mi (1,150 sq km), in the Caribbean Sea off the coast of Venezuela. City Manager Robert ``Bud'' Ovrom chose Kramer from among 16 applicants, most of them city employees. City officials declined to give Kramer's specific salary, but said he would earn $3,965 to $4,817 a month.

``You can't help people navigate the organization if you're not familiar in-depth with the organization already,'' Ovrom said.

Kramer's resignation took effect at noon Monday. Councilman David Laurell, who has served as vice mayor, will act as mayor until the full council designates a new mayor.

Although the announcement came as ``a complete shock,'' Laurell said Kramer is well-suited for the job.

``For the past seven years, Bob's role that he has really shined in is being involved in issues and concerns that people have,'' Laurell said. ``Every council member has that one thing that he or she is good at, and that's what Bob is good at.''
