``Los Angeles, Glendale and Burbank all have resources in excess of their power demands so there's really no reason for us to have rolling blackouts,'' said Manuel Robledo, Glendale's power management administrator. ``As a matter of fact, we are selling excess to those who are short.''

The energy problems of late have been in the California Independent System Operator, the nonprofit agency that manages 75 percent of the state's transmission power grid, including service to Southern California Edison Southern California Edison (or SCE Corp), the largest subsidiary of Edison International (NYSE: EIX), is the primary electricity supply company for much of Southern California.
