City officials said they were pleased that a formal agreement had been reached between Santa Clarita LLC, the developer, and the state DTSC DTSC Department of Toxic Substances Control

, City Attorney Carl Newton said.

DTSC officials and Santa Clarita LLC have been working to clean up the 1,000-acre site in the heart of the city for several months. The agreement formalizes the work that is to be done and the time line.

``It shows that we're going to be here for the long haul,'' said Alan Berg, the site manager.

City officials had said they had been concerned that the city could be on the hook Adj. 1. on the hook - caught in a difficult or dangerous situation; "there I was back on the hook"

The City Council has approved plans to build 2,911 homes on the property, just off Soledad Canyon Road. In the coming months, the council will decide whether to allow Santa Clarita LLC to build on each section of the property as it is cleaned up.

The City Council agreed almost a year ago to consider allowing phased development in return for land used for the Metrolink station. But some critics of the proposed development are concerned that chemicals that will remain on the site even after cleanup could harm residents.

The site is littered with 271 chemicals, unexploded ordnance and acres of contaminated contaminated,
