BUDLONG SUCCESSOR INTERIM TRANSIT BOSS NAMED.Byline: Daily News LANCASTER - Randy Floyd, the agency's planning manager, has been named interim executive director of the Antelope Valley Transit Authority Antelope Valley Transit Authority is the transit agency serving the cities of Palmdale and Lancaster and their suburbs. Floyd will step into the position that Jeffery J. O'Keefe had been chosen in March to fill starting this month. In a recent letter to the authority board, O'Keefe said he had to turn down the appointment because of poor health. The bus agency's longtime executive director, Bill Budlong, retired in November. Budlong had headed the agency since its creation in 1992. Floyd has been the bus agency's planning manager for three years. He previously worked for the city of Palmdale as a senior analyst and also served on the bus agency's technical advisory committee. Floyd also worked for the Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California.
