The Venda eUnity Financial Service Center currently offers cash deposit and withdrawal services that use the BSI2000 Transact 2000(TM) system and optical bankcards that are issued to individual account holders. The account holder's fingerprint is digitally encoded on the optical bankcard and unless the system is able to match the fingerprint on the card to the fingerprint of the person presenting the card, then transaction processing is denied. The Service Centers function using cash machines that both receive and dispense currency. The Transact 2000(TM) system verifies the identity of the cardholder card·hold·er

 and records cash transactions on the optical bankcards along with a permanent audit trail.

The Transact 2000 system is totally off-line which BSI2000 believes is essential to success of a bankcard system in the rural areas of South Africa and elsewhere. Each Service Center operates on a self-contained basis with no online connection to any conventional bank. The off-line capability of the system allows advanced bank services to be provided in areas with limited telecommunications. BSI2000's joint venture partners estimate that there are some 35 million South Africans that live in areas with such limitations.

In addition, the joint venture will submit bids to the South African Department of Health The Department of Health is the executive department of the South African government which is assigned to health matters. The current minister of the department is Dr. Manto Tshabalala-Msimang.  to administer the distribution of retirement benefits and aid to dependent children in areas that are served by its eUnity Financial Service Centers. The joint venture intends to open four additional Service Centers before the end of the year.

After basic cash deposit and withdrawal services have been established, then small business loans will be offered to Service Center account holders. BSI2000 and its joint venture partners see small business loans as a means to both promote economic development and to increase demand for services that are provided by the Service Centers. Interest on the loans will also earn additional revenues for the Service Centers.

Harper said, "We and our partners are in the process of proving this optical bankcard business model and technology in the rural areas of South Africa. I am confident that if the system proves successful, then we will be able to expand our operation to other countries that have similar telecom infrastructure issues that force essentially cash economies. As well as providing BSI2000 substantial revenues in card and systems sales, this expansion could rapidly increase the rate of economic development in many other countries. I see South Africa as a test case for the global market for the technology that we have developed over the last several years."
