As previously reported, the Immigration and Naturalization Service Noun 1. Immigration and Naturalization Service - an agency in the Department of Justice that enforces laws and regulations for the admission of foreign-born persons to the United States INS (now the Bureau of Citizenship and Enforcement "BCE") previously purchased six of BSI2000's SIGABA 2000 optical ID card verification systems for "pilot testing purposes." The purpose of the current BCE RFQ is to purchase, in volume, 1,000 systems for a national rollout. The SIGABA 2000 systems are designed for deployment to ports of entry, border-crossing checkpoints, and other sites where authentication and verification of BCE cards is required. Congress has mandated that BCE deploy Border Crossing and "Green" card authentication and verification systems by the end of this calendar year. If the BCE were to award a contract for the deployment of 1,000 SIGABA 2000 systems to ISI, then BSI2000 would expect gross revenues of approximately $7 million from the project with a significant portion of the revenues realized in the fourth quarter of this year. ISI bid the SIGABA 2000 systems to BCE under the terms of a Teaming Agreement between ISI and BSI2000. This arrangement is consistent with BSI2000's strategy of teaming with much larger companies to bring its products to market. BSI2000 also has joint marketing agreements in place with other companies in the United States, Italy, South Africa, the Middle East and others. BSI2000 believes that deployment of its SIGABA 2000 system in the United States would rapidly accelerate secure personal identification projects that the company and its partners are working on in other countries. The potential market for secure personal identification systems on a worldwide basis is in the billions of dollars.
