   BROTHERHOOD OF MAINTENANCE OF WAY EMPLOYES PRESIDENT ISSUES STATEMENT
    WASHINGTON, June 24 /PRNewswire/ -- Mac Fleming, president of the Brotherhood of Maintenance of Way Employes (BMWE) today issued the following statement:
    The shut down of the nation's freight railroad system at 2:00 a.m. today was a management-imposed lockout.  It was not a strike by the unions.  This is an outrageous action by the railroads in their attempt to stampede Congress into imposing a management-biased contract on their workers.
    The three unions, including the BMWE, who have outstanding contract issues with railroads, announced last night prior to the midnight deadline that they would hold off striking for at least 48 hours, except for a limited strike by the International Association of Machinists against one regional freight carrier, CSX.
    The Association of American Railroads in announcing the lockout, claimed that because of the "seamless nature" of the freight railroad system, a strike against one railroad requires a shut down of all railroads.  This is just not true.  The railroad lockout is nothing but a reckless ploy in their continuing effort to make the unions look like villains and manufacture a crisis to bring about Congressional intervention.
    Yesterday the railroads were pleading concern for what they termed the fragile national economy.  Their lockout this morning, which does adversely affect the entire economy, shows the emptiness of their concern.
