``The public views this as being an acute problem,'' said David P. Spath of the Division of Drinking Water and Environmental Management for the Department of Health Services. ``It is not an acute problem.''

Spath said it would take the department three years to make a recommendation on what should be the allowable level of chromium in water.

Masry, the lawyer Brockovich worked for, disagreed that the public could wait for further study.

``I'm listening to all these time lines and I'm wondering, why wait?'' Masry said. ``There's one thing we know for sure: Drinking large amounts of water with chromium 6 can kill you.''
