BRISTOL FARMS TO ANCHOR CENTER TRAFFIC SIGNAL REQUEST STICKING POINT WITH CITY.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Bristol Farms Bristol Farms is a grocery store chain that markets itself as being "upscale", with thirteen stores located mainly in the Southern California market. Formerly a subsidiary of Albertsons, Bristol Farms is now a wholly owned subsidiary of Supervalu, Inc.  is expected to anchor a new shopping center shopping center, a concentration of retail, service, and entertainment enterprises designed to serve the surrounding region. The modern shopping center differs from its antecedents—bazaars and marketplaces—in that the shops are usually amalgamated into  planned in Valencia, the fourth in a string of high-end markets along a three-mile stretch of McBean Parkway.

There may, however, be a catch. The market wants a traffic signal at a spot city traffic engineers say it is not needed, but officials are optimistic op·ti·mist

The market would be located in a 30-plus-acre shopping center planned for the northeast corner of McBean Parkway and Newhall Ranch Road. Santa Clarita planning commissioners approved the development Tuesday night.

Other tenants would include a Walgreens pharmacy, a Starbucks, a day spa A day spa is a business establishment which people visit for personal care treatments such as massages and facials. It is similar to a beauty salon in that it is only visited for the duration of the treatment.  and high-end restaurants, the developer said. Five acres will be set aside for a future community park, and the development links with a pedestrian trail network.

Within a short stretch are Whole Foods Market and Pavilions and Ralphs Fresh Fair, Von's and Ralphs upper end stores, respectively.

The city's budget for park development is tight, and the commissioners angled to no avail for some additional money to get that part of the project going.

Next week, city traffic engineers will meet with Bristol Farms officials to explain alternatives to installing traffic lights at the main driveway on Newhall Ranch Road. The engineers believe a signal is not warranted at the spot and recommended against putting one there.

Traffic signals are located at Newhall Ranch and McBean Parkway, and at Newhall Ranch and Grandview Drive Grandview Drive (sometimes spelled Grand View Drive) is a two and a half mile scenic road with adjacent park areas through Peoria and Peoria Heights, Illinois. Church officials who had met with nearby residents to hear their concerns, agreed to spend about $1.5 million over the initial budget for the project to accomplish the unusual construction feature.

Senior traffic engineer Ian Pari said the perception that traffic signals are always helpful is mistaken. He said accidents can be more frequent at signals. A pedestrian crosswalk on the 120-foot wide street could cause long delays on the busy street.

``There's a lot more traffic on Newhall Ranch Road than coming in and out of the driveway,'' Pari said. ``Does it make sense to stop thousands of cars during the day to let a few hundred cars access the driveway?'' The developer would pay to install a light, but it could cost the city $10,000 to $15,000 a year to maintain it. A pedestrian bridge was ruled out because there is not enough space.

The development was approved without a signal, but the city engineer could approve one.
