Funding needed for park erosion

The Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  City Council's Budget and Finance Committee agreed Monday to appropriate $2 million for mulch mulch, any material, usually organic, that is spread on the ground to protect the soil and the roots of plants from the effects of soil crusting, erosion, or freezing; it is also used to retard the growth of weeds.  and fences to help prevent landslides on Griffith Park's charred hillsides.

The appropriation is subject to approval by the mayor.

Most of the funding will go toward covering about 400 acres of the urban park in hydro-mulch, a mix of wood and straw that is designed to reduce erosion and foster plant growth. The mixture does not contain any seeds, allowing plants to grow back naturally.

The Department of Recreation and Parks also plans to purchase fences and cement barriers to prevent debris from sliding down the denuded hills.

The work is expected to be done by Oct. 31.

Teachers union wins pay raise

GLENDALE -- The Glendale Unified School District The Glendale Unified School District is a school district based in Glendale, California, United States.

The school district serves the city of Glendale, portions of the city of La Cañada and the unincorporated communities of Montrose and La Crescenta.
 has agreed on a raise for members of its teachers union, wrapping up salary talks that lasted nearly a year, a union official said Monday.

The district and the Glendale Teachers Association, which represents 1,400 instructors, nurses and psychologists, reached a tentative agreement after a 20-hour negotiation session that went from Thursday to Friday morning, said Steven Field, the union's bargaining chair.

Both sides have declined to discuss the terms of the multiyear contract until it is announced to the union's membership, which has to approve the deal. It will be retroactive to the 2006-07 school year.

The teachers union has sought a 12.6 percent raise for 2006-07 while the district has held firm at 5.1 percent. The district declared an impasse in March, which led to intervention by a state mediator.

In May, the district offered a two-year proposal -- 6.1 percent for the 2006-07 school year, then an additional 2.6 percent for 2007-08.
