Council opposes state proposition

The Los Angeles City Council voted Friday to oppose four propositions that are part of the statewide special election Nov. 8.

The council came out against Proposition 73, which would require parental notification when minors seek abortions; Proposition 74, which would increase the time it takes public school teachers to achieve tenure; Proposition 75, which would restrict public employee unions' spending of member dues on political activity; and Proposition 77, which would change the way California divides its legislative districts.

The four propositions have drawn the support of Republican Gov. Arnold Schwarzenegger and his allies while many Democrats have opposed them.

The council's opposition votes Friday were all unanimous, though the panel's two Republican members were absent.

Reward offered in kidnapping case

The Los Angeles City Council authorized a $50,000 reward Friday for information leading to the arrest of the person responsible for the kidnapping and assault of a 7-year-old girl Oct. 4 in Northridge.

The council voted 10-0 to authorize the payment at the request of the Los Angeles Police Department in an effort to catch the man identified as a 40- to 50-year-old Latino, about 5-foot-7 and 140 to 150 pounds. He had white hair and a mustache, officials said.

Councilman Greig Smith said the girl was found wandering near a bar in Northridge after she was believed to have been kidnapped from her Canoga Park neighborhood.

Louisiana fugitive back in custody

Brian Thomas, 32, was jailed for investigation of kidnapping and carjacking. Bail was set at $1 million.

Authorities said Thomas escaped Tuesday from the custody of a bail bondsman. Handcuffed, Thomas carjacked and kidnapped a 23-year-old woman from a nearby gas station, officials said.

The woman was able to call her boyfriend and tell him her approximate location. The boyfriend found the car and confronted Thomas, officials said. A California Highway Patrol officer saw the commotion and tried to approach the car, but Thomas ran off again.

Thomas was wanted in Louisiana on a narcotics warrant.

Stray backpack closes freeway

NORWALK - An unattended backpack at a Metro Green Line Station in Norwalk was removed Friday by a bomb squad, but not before resulting in a traffic nightmare on sections of two freeways closed as a precaution.

After the backpack was found about 10 a.m., authorities closed the San Gabriel River (605) Freeway between Rosecrans Avenue and Imperial Highway, and the carpool-lane transition road from the Glenn Anderson (105) Freeway to the 605 Freeway, said California Highway Patrol Officer Francisco Villalobos.
