BRIEFLY.Byline: The Register-Guard Springfield seeks new arts commission member SPRINGFIELD - The city is seeking applicants for its arts commission to replace Eleanor Palm, who has resigned. The commission promotes visual and performance arts in the city. Members attend meetings the second Monday of each month from September through June and help with various projects. Applicants should be registered voters who live in Springfield or have a business in the city. Application packets are available at the city manager's office, 225 Fifth St. Deadline for applications is 5 p.m. Sept. 3.
