, might be able to end a one-year freeze on pension contributions to workers who joined the Public Employees Retirement System before 1996.

Under House Bill 2003 passed by the Legislature earlier this year, veteran workers' regular pension accounts were frozen until PERS erases a $1.9 billion deficit.

Experts initially predicted accounts would remain flat for three to five years, causing significant hits to worker pensions. But PERS investments were up 16.4 percent for the year on Nov. 1, and the stock market has continued to hum since then.
