``I was doing my daughter's taxes and had to bring them in to work in Thousand Oaks because the power was out at my home in Simi Valley,'' local resident Jim Lemasters said. ``I was perplexed that it was a planned outage today of all days. It shouldn't have been done today because of the tax deadline.''

He said he had been notified that the outage had been scheduled for April 5 but was canceled because of rain, and he said he was never informed that it had been rescheduled for Monday.
