An attorney for a Reseda strip club threatened Wednesday to file a federal civil rights lawsuit unless the city rescinds a vote taken this week to move toward closing the facility.

Machine failure blamed for spill

A communications breakdown and mechanical failures at a South Bay sewage pumping Sewage pumping is normally done by a submersible pump. This became popular in the early 1960s, when a guide-rail system was developed to lift the submersible pump out of the pump station for repair.  plant led to last month's spill, which closed beaches from El Segundo to Palos Verdes, according to a report released Wednesday.

A series of unrelated failures led to the spill that dumped 1.5 million gallons of raw sewage onto county beaches, according to the report by the Los Angeles County Sanitation Districts.

On Jan. 15, raw sewage began bubbling up from manholes after the primary and backup pump control systems failed at the South Bay Cities Main Pumping Plant.

Officials were unaware of the problem because of the failure of a telephone circuit used for remote monitoring at the Sanitation Districts' Central Alarm Center in Long Beach, according to the report.

The pumping plant equipment failed at 9 a.m., officials said, and the spill began one hour later.

Witness testifies in Pandelios case

A former Tujunga resident testified Wednesday that he is certain he saw a murder victim alive in the Angeles National Forest The Angeles National Forest (ANF) was established by executive order on December 20, 1892 as the San Gabriel Timberland Reserve. It covers over 2,600 km² (650,000 acres) and is located in the San Gabriel Mountains of Los Angeles County, just north of the metropolitan area of Los  two days after the 20-year-old model was reported missing nearly 14 years ago.

Prosecutors say Kimberly Pandelios vanished on Feb. 27, 1992, after telling her husband she was headed to meet a man named Paul to discuss a modeling assignment.

Her charred car was found the next day on Angeles Crest Highway The Angeles Crest Highway is a two-lane (one lane of travel in each direction) segment of California State Route 2 in the United States. The road is 66 miles in length, with its western terminus at the intersection at Foothill Boulevard in La Cañada Flintridge and its eastern  near the Monte Cristo campground in the Angeles National Forest, and her remains were found a year later about a mile and a half away.

Prosecutors allege the young mother was kidnapped, sexually assaulted and drowned by David Al Rademaker of Burbank, a now-registered sex offender sex offender n. generic term for all persons convicted of crimes involving sex, including rape, molestation, sexual harassment and pornography production or distribution. .

Bradley Leon, testifying for the defense, told the Los Angeles Superior Court jury that he saw Pandelios while he was driving an off-road vehicle near the Monte Cristo campground on Feb. 29, 1992.

Leon identified Pandelios from a photograph of the Northridge woman shown him in court by defense attorney Kim Pearman.

According to Leon, he saw Pandelios as he drove his modified 1960s-era Volkswagen in the area of the campground.

He said the woman was not dressed for the outdoors and had a worried look on her face. Suddenly, three men, whom Leon described as ``biker types,'' came around his vehicle, the witness said. One of the men stood in front of his Volkswagen and told him to leave, Leon said. The witness said he tried to put his car in reverse, but the gear shift lever knob fell off and he had to retrieve it. He said he put the knob back on and escaped unharmed.

Leon testified he saw a television report a year later about the recovery of the woman's remains and contacted sheriff's homicide investigators to tell them he saw Pandelios the year before.
