Fee hikes prompt enrollment drop

SACRAMENTO - Student fee increases and uncertain budgets triggered a decline in community college enrollment of over 300,000 students statewide over the past two years, according to a new report.

The report, requested by the state legislature and produced by the state Chancellor's Office, found that enrollments dramatically decreased when fees were increased from $11 per credit hour to $26 per credit hour during the academic years 2003-04 and 2004-05.

Uncertain budgets forced colleges to respond by cutting large numbers of course sections, which further compounded the problem, said state Chancellor Mark Drummond. Disproportionately large losses were found in the 25-and-older population, first-time and returning student populations.
