Signal work planned at Franklin and 11th

Motorists and others will want to use caution near the intersection of East 11th Avenue and Franklin Boulevard on Wednesday as workers upgrade the traffic light at that intersection.

The work will take place from 9 a.m. to 4 p.m. as part of the Lane Transit District's EmX line upgrades. The signals will be turned off during those hours and police will direct traffic at the intersection during the work.

Survey praises Oregon for online services

SALEM - Oregon state government is getting better - at least in cyberspace.

In an annual survey of the 50 states, Oregon ranked third for the quality and quantity of its online services. Last year, it finished outside the top 10 in the e-government study conducted by researchers from Brown University in Rhode Island Rhode Island, island, United States

The study praised Oregon for adapting a consistent look and feel for most of its Web pages, and for increasing the number of permits and licenses that can be obtained online.

The study does criticize the state's audio and video services and for charging user fees in some cases.

Texas and New Jersey are the only states that topped Oregon in the study. Washington state ranked 12th, up from 25th last year.

 ends police patrols of dormitory halls

PULLMAN, Wash. - Washington State University Washington State University, at Pullman; land-grant and state supported; chartered 1890, opened 1892 as an agriculture college. From 1905 to 1959 it was the State College of Washington.  campus police will not patrol dormitory halls this fall.

The decision comes after two cases in the spring in which criminal charges were dismissed when a judge ruled that dorm hallways were like the hallways of a home, and police couldn't just walk in and search for crimes. Prosecutors have appealed the decision in one case. Police officers at the University of Washington conduct scheduled nightly patrols through dorm hallways, and officers at Eastern Washington University Eastern Washington University - A university 20 miles southwest of Spokane, WA on the edge of the rolling Palouse Prairie.

SEATTLE - Drinking and driving don't mix on the water any better than on land, law enforcement officials said after making nearly 100 BUI - boating under the influence - arrests over Seafair weekend.

Washington seeks to end sex-change funding

OLYMPIA - Washington Medicaid officials are taking steps to end publicly funded sex-change surgery.

However, the state is required to pay for at least two more operations and will continue to cover hormone treatment and psychotherapy for low-income people diagnosed with gender-identity disorders.

A state appeals board ordered Medicaid last month to pay for two people to travel out of state to undergo sex-change operations. The estimated cost is $50,000 to $60,000 each. The Department of Social and Health Services health services Managed care The benefits covered under a health contract  wants to halt the practice in favor of cheaper and less controversial treatment.
