Standoff ends with

surrender of suspect

 area house, held police at bay for about four hours Wednesday before surrendering to authorities, police said.

About 3 p.m., police received a call that a man was breaking into a house in the 2000 block of Ohio Street, near the intersection of Barger Drive and Green Hill Road, Eugene police spokeswoman Kerry Delf said.

When officers arrived, a man came out a back door and put his hands up, then retreated back into the house, Delf said.

The Eugene SWAT team was summoned and crisis negotiators attempted to make contact with the man. Police believed that he was armed with a gun stolen from a family member of an ex-girlfriend. About 7 p.m. he came out of the house and surrendered. No weapon was found on him, Delf said.

Police took Paul Warren Conger into custody on warrant from a parole violation. He was later charged with criminal trespass trespass, in law, any physical injury to the person or to property. In English common law the action of trespass first developed (13th cent.) to afford a remedy for injuries to property.  and two counts of burglary, as well as forgery, theft of a firearm and other theft-related charges, police spokeswoman Pam Olshanski said.

Springfield Utility Board

approves rate increases

SPRINGFIELD - The Springfield Utility Board approved a rate hike Wednesday night that works out to an average of 2.75 percent.

The new rates are effective April 1 and would show up on customers' bills in May. The average residential customer's bill will climb $1.68 per month, to $61.18.

Large commercial users would see a 2.4 percent increase in electric rates. The rate for midsized commercial users would climb 2.78 percent, and the rate for small commercial users would rise 2.82 percent, the same as for residential customers.

Veteran school board member to resign

Veteran Eugene School Board member Virginia Thompson Virginia Thompson was a Canadian figure skater. She competed in ice dance with William McLachlan. They won three national titles, and one silver medal and a bronze at the World Figure Skating Championships.  announced Wednesday that she'll resign from the board no later than early June, a year before her term expires.

In a letter read aloud by board Chairwoman Beth Gerot, Thompson, 73, explained her retirement has nothing to do with either policy disagreements or her own health. The reason is solely that fledgling family businesses - including a courier company - demand too much of her time and energy.

Thompson's 15-year tenure far exceeds that of any other board member. She has helped guide the district through unprecedented budget crises, as well as school closures, the hiring of Superintendent George Russell For other persons named George Russell, see George Russell (disambiguation).

Sexual abuse suspect

arrested in Mexico
