COOS BAY - The Coos County grand jury indicted INDICTED, practice. When a man is accused by a bill of indictment preferred by a grand jury, he is said to be indicted.  Richard Ekblad, 67, and Edward Goodrich, 39, both of Coos Bay, Tuesday on charges of racketeering, aggravated theft and first- and second-degree theft after an investigation by the Oregon State Police.

 investigated allegations that Goodrich, a former state Department of Transportation employee, used his purchasing authority to sign off on fraudulent invoices submitted to ODOT ODOT Oregon Department of Transportation

 by Ekblad, a partial owner of Oregon Pacific Co. As a result, ODOT paid Oregon Pacific for items it never received, the charges say.

OSP, with help from the secretary of state's Internal Audits Division, estimated ODOT's losses in excess of $89,000.

Ekblad also faces charges of giving a bribe, while Goodrich faces charges of receiving a bribe and official misconduct official misconduct n. improper and/or illegal acts by a public official which violate his/her duty to follow the law and act on behalf of the public good. Often such conduct is under the guise or "color" of official authority. (See: official) .
