School district employee charged in rape of girl

A Eugene man was arrested Thursday on suspicion of raping a 14-year-old girl at his home, police said.

Elvis Kipkurui Harper, 31, was taken into custody at his home. Eugene police said they believe Harper raped the girl when she visited his residence on July 15. The alleged victim's parents reported the incident Monday, police said.

Harper works for the Springfield School District's youth transition program. Police said the alleged victim is an acquaintance of Harper's, but was not one of his students.

Harper was being held in the Lane County Jail on a felony charge of first-degree rape.
