In a 1 1/2 -page charge evaluation worksheet dated Dec. 27, Deputy District Attorney Joseph Esposito wrote that the case against Cesar Zamora and Steven Castanon ``cannot be filed at this time and requires additional investigation.'' Zamora, 23, and Castanon, 20, were released from county jail later that day. Castanon has since been arrested in Hollywood on suspicion of illegal weapon possession, Los Angeles police Lt.
