BRIEFLY.Festival explores whale migration POINT MUGU - The 10th annual Point Mugu State Park Point Mugu State Park is a large park located in the Santa Monica Mountains National Recreation Area in Southern California. It is in the Western Santa Monica Mountains. The park can be accessed from the north in the Satwiwa Native American Indian Culture Center and from the south Whale Festival will be held 9 a.m.-4 p.m. March 12 at Sycamore Cove to celebrate the annual migration of the gray whale. The festival features entertainment, handicrafts, food and children's activities. Booths will be set up by agencies such as Heal the Bay Heal the Bay is a U.S. environmental advocacy non-profit organization based in Santa Monica, California.
