North Park Village and Nature Preserve, a 1,680-unit housing development slated for 3,500 acres north of town, has been in the planning stages for more than four years and requires voter approval because of the city's growth-control initiative, known as SOAR. Amenities of the project include a 2,121-acre nature preserve, a 52-acre public-access lake, parks, a school and a fire station, but critics fear that the development would worsen traffic and air quality in the city and destroy wildlife habitat. The City Council voted 4-1 to set the election, with Councilwoman Roseann Mikos opposed over wording of the ballot question, which she said should be more neutral. ``I co-authored the Moorpark SOAR initiative and I want the vote as much as anybody, but I think the language in the ballot question is biased for the developer rather than being neutral,'' she said. - Daily News Military academy sessions planned THOUSAND OAKS - Two information nights for young people interested in attending one of America's military academies will be held this month by U.S. Rep. It is usually in B flat and is the same size as the B flat trumpet, but has a more conical bore. The cornet, a transposing instrument, has a less brilliant tone but greater agility than the trumpet. It has long been a standard instrument in bands. In the orchestra, the cornet is used with the trumpet. It was used extensively in jazz in the early 20th cent. to speak at labor seminar OXNARD - Dan Cornet, senior deputy labor commissioner of the California Department of Industrial Relations, Division of Labor Standards, will speak before local employers along with Nordman Cormany Hair & Compton attorney Jonathan Light at ``A Day with the Labor Commissioner,'' from 7 a.m. to noon Wednesday in Oxnard. Classes include 190 hours of computer training in medical office/billing, bookkeeping (QuickBooks), or Access database management and Excel. The eight-week program will take place from 8 a.m. to 4 p.m. Mondays through Thursdays at Goodwill Computer School, 350 Cactus Drive in Oxnard. Classes are in English and textbooks will be provided.
