NORTH HILLS - Police issued 37 tickets and impounded 13 vehicles in North Hills early Tuesday as part of an ongoing effort to educate the public about the rights of pedestrians and the dangers of jay walking.

Surveillance was set up at Orion Avenue and Parthenia Street for two hours, as police from the Valley Traffic Division observed motorists speed through cross walks, even as pedestrians walked through.

``The reason we were there is we have seen a 32 percent increase in vehicle versus pedestrian accidents so far this year in this area,'' said Valley Traffic Sgt. Bill Justice.

Last year, there were 36 accidents. This year, there have been 66, and, of those, three were fatalities, Justice said.
