Injunction OK'd against 10 gangs

Man is charged with escaping cell

A 22-year-old man who allegedly punched a hole through drywall in a holding cell at the LAPD's 77th Street Station and fled last Thursday was charged Tuesday with escape and other counts.

Officials urging election merger

Los Angeles city officials urged Tuesday that the election for two City Council seats be consolidated with the Nov. 8 statewide special election called by Gov. Arnold Schwarzenegger.

The city is faced with vacancies in the 14th District seat held by Mayor- elect Antonio Villaraigosa and the 10th District seat held by Councilman Martin Ludlow, who is expected to take over as head of the county Federation of Labor.

Officials said the move would save up to $300,000 and increase voter turnout by avoiding three separate elections.

Cost of the special election is estimated at $1.1 million. If the city holds its own elections, City Clerk Frank Martinez said the earliest it could be is October.

If no candidate receives a majority of votes, a runoff election will be held in January.

The full City Council is scheduled to consider the matter Friday.
