 on Wednesday directed city department heads to implement a comprehensive workplace safety program to reduce injuries and workers' compensation workers' compensation, payment by employers for some part of the cost of injuries, or in some cases of occupational diseases, received by employees in the course of their work.  costs.

``Reducing injuries keeps workers on the job and saves money that can be used for police, fire and other critical services,'' Hahn said.

According to the mayor's directive, the number of city workers ``unavailable due to on-the-job injuries has risen to a level that significantly impacts the delivery of critical services.''

During fiscal year 2003-04, the city lost 1.7 million employee hours - the equivalent of 834 positions - to workplace injuries, according to the Mayor's Office.

Continuing to pay salaries and nonmedical workers' compensation payments for those workers cost nearly $48 million, according to the office.

Off-duty officer dies in road crash

An off-duty Montebello police officer was killed when he apparently lost control of the motorcycle he was riding on the Angeles Crest Highway The Angeles Crest Highway is a two-lane (one lane of travel in each direction) segment of California State Route 2 in the United States. The road is 66 miles in length, with its western terminus at the intersection at Foothill Boulevard in La CaƱada Flintridge and its eastern , it was reported Wednesday.

Frank Torres, 24, was a four-year veteran assigned to his department's patrol division, Montebello police Sgt. Greg Powers said.

Torres, who lived in Covina, had recently been married and came from a law enforcement family, grieving colleagues said.

The motorcycle went down at 9:28 a.m. Tuesday on Angeles Crest Highway east of mile marker 50, according to the California Highway Patrol.

Car-theft suspect eludes police net

RESEDA - Police combed a Reseda neighborhood for more than four hours Wednesday in a search for a suspected car thief who ran from authorities.

Officers saw a man they believed to be a grand theft auto suspect near Hartland Street and Hesperia Avenue at about 1:40 a.m., said Sgt. Paul Sciarrillo of the Los Angeles Police Department's West Valley station.

``He fled from them on foot, and they set up a perimeter,'' Sciarrillo said. ``Canine searched for him with negative results.

As the officers were getting ready to leave, they saw him again and reset the perimeter at 5:45 a.m.''

Police searched each vehicle that left the area, he said.
