An ``abnormally warm'' winter has triggered an early mosquito-breeding season, and Southland residents were warned Tuesday to keep infants indoors and to cover outside cribs with mosquito nets to protect youngsters.

Jail study to tally immigrant impact

Concerned that 25 percent of the inmates in Los Angeles County jails are criminal aliens, the Board of Supervisors voted Tuesday to authorize the Rand Corp. and Countywide Criminal Justice Coordinating Committee to conduct a study on the impact of the population in the jails.

Results of the study will aid in the implementation of the High Intensity Criminal Alien Apprehension and Prosecution program that uses technology to identify repeat offenders at the local level through coordinated effort with federal authorities.

Grants to promote child care choices

Nearly $13 million in grants were awarded Tuesday to recipients throughout California, including Valley College, for projects aimed at increasing access to child care for people in employment and training programs.

The Children's Collective in Los Angeles is slated to receive $1.5 million, while Valley College will get $375,000.

Prep school lands $1 million donation

WEST HILLS - Chaminade College Preparatory received Tuesday a $1 million donation for its middle and high school scholarship fund in a surprise announcement that doubles the West Valley school's endowment.

The contribution from the Marianist Province of the Pacific - a Catholic order of priests and brothers based in Northern California Northern California, sometimes referred to as NorCal, is the northern portion of the U.S. state of California. The region contains the San Francisco Bay Area, the state capital, Sacramento; as well as the substantial natural beauty of the redwood forests, the northern  - constitutes the largest single monetary gift in the school's 50-year history.

Chaminade President James Adams said the money will be permanently endowed.

``We will use the interest off of it to provide financial aid scholarships to families who would struggle to provide the tuition for their children,'' he said.

Police investigate West Valley death

WOODLAND HILLS - Homicide detectives on Tuesday were investigating the death of a man inside an apartment in a possible case of domestic violence, police said.

At about 4:30 p.m., authorities received report of the death in the 22100 block of Victory Boulevard. Detectives worked late into the night investigating the case. Further details were not available.
