The motion, approved 13-0, directs Bureau of Street Services officials to meet with council offices and neighborhood councils to identify potential sites for new surveillance cameras citywide.

Councilwoman Ruth Galanter said her newly inherited San Fernando Valley district has problems with contractors and others dumping waste in streets and alleys to save money on hauling fees.

The chronic dumping in many areas is a blight on the community, Galanter said, and enforcement is difficult unless someone witnesses the crime.

The new designation - approved unanimously and without discussion - means any proposed additions to Westwood Memorial Park now must be reviewed by the city's Cultural Heritage Commission.

The designation was viewed by many as an attempt to stall plans by Service Corporation International and Pierce Brothers Mortuary to expand the 105-year-old cemetery that is just off Wilshire Boulevard in the shadow of high-rises.

The company has proposed the addition of several mausoleums to the 2.9-acre site, outraging nearby residents and family members of those buried there, who say the proposed projects are too large.
