City Attorney Rocky Delgadillo's office had not yet seen the suit and declined to comment, said an aide, Frank Mateljan.

In June, Brown had requested to hang banners on city streets promoting an upcoming event called ``Jews who believe in Jesus High Holy Days Services.'' The congregation had been given permission to hang the banners the three previous years, according to the suit.

But this year, the city denied the request, saying the phrase ``Jews who believe in Jesus'' was a prohibited message and not ``germane'' to the congregation's event, according to the suit.
