BRIEFLY TEACHERS CLOSER TO GOING ON STRIKE.


United Teachers Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  on Monday began a three-day strike authorization vote, which the union president expects will result in overwhelming support for a walkout.

The authorization vote does not begin a strike. Instead, it is generally seen as a leverage tool in negotiations to indicate the teachers are serious about eventually going on strike. If a strike were to occur, it would start no earlier than November, union president Day Higuchi said.

Negotiators are set to meet again on Wednesday to discuss elements of the district's latest offer, which amounts to 15 percent to 20 percent raises over three years.

Banner ordinance under a review

A city panel on Monday recommended a series of guidelines for groups eligible to post banners on street lights.

``This is an attempt to better define which organizations are eligible to post banners,'' Chief Legislative Analyst Ron Deaton said.

The guidelines spell out that charities, business improvement districts, local Chambers of Commerce and organizations such as the Entertainment Industry Development Council will be allowed to post the banners.

Strictly commercial organizations will be banned, although there are exceptions for events such as the Emmys, Academy Awards and Grammy award The Grammy Awards (originally called the Gramophone Awards) are presented annually by the National Academy of Recording Arts and Sciences of the United States for outstanding achievements in the record industry. Ex-travel agent fined $4,050

A travel agency operator was fined $4,050 Monday for continuing to operate as an unregistered travel agent after her June conviction for overcharging a customer for air fares.

Adoracion De Jemel Cuaresma, 37, of Sylmar, admitted violating her probation and was immediately sentenced by Los Angeles Superior Court Commissioner Kristi Lousteau.

Cuaresma, who ran International Tours and Travel at 3540 Wilshire Blvd., pleaded no contest June 9 to one count each of making false and misleading statements and operating illegally as a travel agent without registering with the state Attorney General's Office.
