National Transportation Safety Board investigator Wayne Pollack said both were certified pilots but only one was rated for instrument flying.

City may take over bankrupt hospital

SANTA PAULA - The Santa Paula City Council will consider taking over the community's shuttered hospital if its trustees cannot forge an agreement by May 3 to reopen the facility, a city official said Wednesday.

The hospital's board of directors has negotiated with county health officials for months about a possible partnership, with no tangible results, City Manager Wally Bobkiewicz said.

If the deadline is not met, the board will consider seizing the property through eminent domain eminent domain, the right of a government to force the owner of private property sell it if it is needed for a public use. The right is based on the doctrine that a sovereign state has dominion over all lands and buildings within its borders, which has its origins in , removing the board of directors, forming a special assessment district, or creating a partnership with a private company to reopen the hospital, Bobkiewicz said.
