CALABASAS - Temporary staffers On Assignment Inc. said Thursday that its board of directors has adopted a stockholder rights plan.

The plan grants preferred stock Stock shares that have preferential rights to dividends or to amounts distributable on liquidation, or to both, ahead of common shareholders.

Preferred stock is given preference over common stock. Holders of preferred stock receive dividends at a fixed annual rate.

Mortgage rates reach record low

WASHINGTON - Mortgage rates around the country tumbled to new lows this week, good news for people looking to buy homes or refinance.

Retailers report small sales gains
