Shortly before 5 p.m., a van driven by the individual collided with several vehicles, including one that then struck a man and a woman at Victory and Van Nuys boulevards, said Los Angeles police Officer Jason Lee. The van driver continued on without stopping but was finally halted by citizens who followed him. He was taken into custody a few blocks away, Lee said.
