It is a transportation, residential, and light industrial center. . The court, which last month dismissed Messenger's challenge, gave no reason for denying a rehearing.

Wendy Lascher, the Ventura attorney who filed the petition, said she has yet to consult with Messenger on its next step. Previously, however, she has said the company would likely appeal the case to the state Supreme Court if the appellate court rejected the petition.

Santa Paula murder suspect rearrested

SANTA PAULA - A Santa Paula man was rearrested Monday in connection with the 1998 slaying of the owner of a neighborhood market, officials said.

Alfredo ``Freddie'' Hernandez had been one of two suspects initially arrested on suspicion of murder in the shooting death of Mirna Regollar during an attempted robbery of Junior's Market on June 2, 1998.

No charges were filed, however, and Hernandez was released pending further investigation. The Ventura County District Attorney's Office is now ready to move forward with the case, officials said.

Another suspect, Jose ``Pepe'' Castillo, is in custody with his trial scheduled to begin this summer.
