BRIEFLY MAN GETS 15 YEARS IN MURDER OF TEEN.

Motorist denies guilt in fatality

VAN NUYS - A Hermosa Beach woman accused of running over and killing a 65-year-old man with her car because he was Hispanic pleaded not guilty Monday to a murder charge.

Marie Elise West, 37, is accused of hitting Jesus Plascencia, 65, with her Volvo in the parking lot of a Van Nuys bagel store Sept. 1, 2000, then intentionally running him over and dragging him into the street.

Firm will pay to fix outdated tanks

AGOURA HILLS - Agoura Hills-based USA Petroleum Corp. agreed to pay $325,000 and replace four outdated storage tank systems at four Ventura County gas stations after the county alleged that the company violated safe drinking water drinking water

supply of water available to animals for drinking supplied via nipples, in troughs, dams, ponds and larger natural water sources; an insufficient supply leads to dehydration; it can be the source of infection, e.g. leptospirosis, salmonellosis, or of poisoning, e.g.
 laws, Deputy District Attorney Karen Wold said.

, came under investigation in 2000 when the Oxnard City Fire Department visited one of the company's Oxnard stations. There, fire officials discovered a gasoline tank with holes that was not adequately monitored.

The company, which owns gas stations in Thousand Oaks and Newbury Park, has also agreed to bring all of its 10 sites up to current state standards within 90 days.

Grand jury praises day-laborer site

THOUSAND OAKS - A day-laborer site established a year ago in response to neighborhood complaints about loitering Loitering (IPA pronunciation: ['lɔɪtəˌrɪŋ] is an intransitive verb meaning to stand idly, to stop numerous times, or to delay and procrastinate.  workers drew praise Monday from a Ventura County grand jury.

Since the site was built at Fairview Road and Royal Oaks Drive, complaints have dropped to zero, Assistant City Manager Scott Mitnick said. On Monday, the grand jury recommended building permanent restrooms and called for a traffic study and signs directing motorists to the site.

The site, built with a $50,000 federal grant, currently boasts picnic benches and portable restrooms. Mitnick said the city would consider building the permanent restrooms, a water fountain and additional benches.
