BRIEFLY MAN ARRESTED ON SHOOTING CHARGE.


WINNETKA - Several streets were blocked off Thursday afternoon after police were sent to the 19000 block of Friar Street on reports that a man was shooting at a target in his backyard, authorities said.

The man, whose name was not immediately released, was arrested on suspicion of negligently shooting a gun, said Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  police Officer La Donna Cissell. Hahn, Villaraigosa to hold 5 debates

2 sentenced in theft case

SAN FRANCISCO - The California Highway Patrol's commissioner ordered a ban on some car searches Thursday, a move civil liberties groups say is a tacit admission that officers single out minority drivers for unfair treatment.

The commissioner issued a six-month moratorium on ``consent searches'' -- the kind that officers can conduct only if they receive permission from a driver.

Interim federal prosecutor named

John S. Gordon, chief of the U.S. Attorney's criminal division, was named interim top federal prosecutor Thursday for the Central District of California, officials said.

Gordon will take over after U.S. Attorney Alejandro Mayorkas steps down at midnight today.
